Methodology for costing the XFLEX HYDRO technologies.

This document outlines the methodology for costing the XFLEX HYDRO technologies. The approach follows activity-based costing principles, using a top-down method for CAPEX costing of variable speed upgrades and a bottom-up method for other solutions, with all technologies using bottom-up costing for OPEX. It also introduces a standardized work breakdown structure for hydropower plants, providing a common framework for the rest of Task 11.1, and highlights the most impacted parts of the plants by XFLEX HYDRO solutions.
